| 520 | |b Este trabajo es una investigación desarrollada en el contexto del mercado paraguayo de combustibles derivados del petróleo, para determinar las condiciones adecuadas y proponer ventajas competitivas y comparativas para la región sur del Paraguay, con el funcionamiento de una planta de recepción, almacenaje y despacho de combustibles. La problemática en torno a la cual se ha hecho el estudio converge en la hipótesis, que supone el logro de ventajas comparativas y competitivas en el mercado de combustibles derivados del petróleo de la región sur del Paraguay, con el funcionamiento de una planta de recepción, almacenamiento y despacho, en base a características socioeconómicas, demográficas y geográficas de esta región y bajo condiciones adecuadas de mercado. El trabajo se desarrolló mediante un proceso deductivo - inductivo, a partir de la triangulación de las bases teórico conceptuales y los resultados obtenidos desde las diferentes fuentes primarias de datos. Los resultados del trabajo, permiten concluir que, a partir de características y condiciones adecuadas de mercado, es posible lograr ventajas comparativas y competitivas para la región sur del Paraguay, con el funcionamiento de una planta de recepción, almacenaje y despacho de combustibles, a partir de un mercado abierto, en el que los precios sean fijados por la oferta y la demanda, con reglas claras y predecibles, aplicadas por un ente regulador autónomo e independiente, en el cual compitan en igualdad de condiciones todos los actores interesados en el sector de combustibles, sean estos nacionales o extranjeros. | ||

The work was developed by means of a deductive - inductive process, starting offfrom the triangulation of the theoretical-conceptual bases and the results obtained fromthe different primary data sources. The results of the work, allows us to reach the conclusion, starting off from theappropriate characteristics and conditions of market, it is possible to achievecomparative and competitive advantages for the southern ern region of Paraguay, with the functioning of a reception, storage and dispatch plant, starting from an open-market, in which the prices are fixed by the offer and the demand, with clear andpredictable rules, applied by an autonomous and independent regulator entity, whichcompete in equality of conditions all the interested parties actors in the fuel sector, bethese national or foreign. | ||
