In this sense, in the definition of health policies formulated by the States, t the incorporation of information cannot be absent and communication technologies, as the conceptof e-health applications includes electronic medical records, telemedicine services, health portals and hospital management systems. In Argentina there was a great interest of the medical professionals in telemedicine and informatics health and in 1992 held the first World Congress. Since then, begin many initiatives in telemedicine, distance education, health portals and electronic medical records. Researches on national health conclude that Misiones is one of the Argentine provinces that are located in a more unfavorable situation compared to other provinces. In this framework, the general strategic guidelines will contribute to an information system to be developed in the first level of care, in order to obtain information necessary for decision making and facilitate theoptimization of management. En América Latina y el Caribe existen algunos limitantes al acceso de la atención médica como la escasez de recursos, la distancia física y cultural entre la oferta pública y la población demandante. En este sentido, en la definición de políticas de salud formuladas por los Estados no podrá estar ausente la incorporación de tecnologías de información y comunicación, ya que el concepto de salud electrónica engloba las aplicaciones de registros médicos electrónicos, servicios de telemedicina, portales de salud y sistemas de gestión hospitalaria. En Argentina existía un gran interés de los profesionales médicos por la telemedicina e informática en salud, así en 1992 se realiza el Primer Congreso Mundial. Comienzan entonces muchas iniciativas en telemedicina, educación a distancia, portales de salud y en registros médicos electrónico. Las investigaciones en salud a nivel nacional, concluyen que Misiones pertenece al grupo de provincias argentinas que se encuentra en una situación más desfavorable respecto a las otras provincias. En este marco, se contribuirá con lineamientos estratégicos generales para un sistema de información a ser desarrollado en el primer nivel de atención, con el propósito de obtener la información necesaria para la toma de decisión y favorecer en la optimización de la gestión.
