description To many people, the exercise of democracy and participation in politics has become a synonym for election, an event where ordinary citizens are the leading actors only on the voting day, once every two or four years. This causes the decrease of citizen participation in the world, bringing about what has been called the crisis of political parties. The use of information technologies and communication technologies (ICTs) and new ways of participation in city governments through the exercise of the so-called Participatory Budgeting (PP) are an effective means to reverse the apathy of citizens. But in order to obtain the desired effect, these new ways of participation must have two characteristics. The first one is to reach the greatest number of citizens, who should be able to exercise their right to participate in a simple and safe way; and the second one, that they somehow summarize the citizen preferences through results that represent them. This paper presents a new way of citizen participation called m-cognocracy, that using mobile communication technology and mathematical aggregation operators Ordered Weighted Averaging (OWA), provide a new model for citizen participation in the government of cities.

Para muchas personas, el ejercicio de la democracia y la participación en la política se ha convertido en un sinónimo de elecciones, un acto donde los ciudadanos comunes son actores sólo el día de la votación, una vez cada dos o cuatro años. Este hecho está provocando la disminución de la participación ciudadana en todo el mundo, causando lo que se ha denominado la crisis de los partidos políticos. El uso de las Tecnologías de la Información y la Comunicaciones (TICs) y nuevas formas de participación en los gobiernos de las ciudades mediante el ejercicio de los denominados Presupuestos Participativos (PP), se muestran como un medio eficaz para revertir la apatía ciudadana. Pero para que estas nuevas formas de participación tengan el efecto deseado deben tener dos características. La primera ser capaces de alcanzar al mayor número de ciudadanos, los cuales de una manera sencilla y segura puedan ejercer su derecho a la participación; y la segunda, que de alguna manera se sinteticen las preferencias de los ciudadanos en unos resultados que sean representativos de los mismos. En este trabajo se presenta una nueva forma de participación ciudadana denominada m-Cognocracia, que haciendo uso de la tecnología de comunicación móvil y de los operadores matemáticos de agregación Ordered Weighted Averaging (OWA), proporcionan un nuevo modelo para la participación ciudadana en los gobiernos de las ciudades.
